Contact Energy (“Contact”) has prepared a draft “Landscape and Visual Amenity Management Plan 2020-2025” (“L&VA Plan”) for consultation. The draft records that the requirement for the L&VA Plan arises from its 2007 consents to operate its hydroelectric facilities on the Clutha River. The first L&VA Plan was approved by the Otago Regional Council in 2009, and was reassessed in 2009. It is now being “reviewed for the second time”. Guardians of Lake Dunstan (“Guardians”) is providing substantive feedback on the draft L&VA Plan. It has concerns that the draft L&VA Plan is unduly limited in its scope, and has asked for a legal opinion on that issue
